 原子力資料情報室とInstitute for Peace and Cooperationの共催で2018年に東京で開催した「日韓プルトニウムシンポジウム」。今年度はソウルで開催します。

 再処理と使用済み燃料の問題、北朝鮮の非核化の行方と韓国の原子力潜水艦保有の検討など、北東アジア地域でもっとも深刻な問題を、2日間にわたってさまざまな視点から議論します。

 パネル1では、北東アジアでの再処理の現状と見通しについて、米プリンストン大学のFrank Von Hippelや、核情報の田窪雅文、前韓国原子力安全委員会委員長のKang JunMinらが議論します。

 パネル2では、北朝鮮の非核化とその国際的な影響について、また、パネル3では、北朝鮮の潜水艦発射弾道ミサイルへの対抗策として議論されている、韓国の原子力潜水艦保有問題について、韓米の有識者が登壇します。

“International Symposium on Nuclear Non-proliferation in the Northeast Asia”

Moon Administration came into power with a major campaign pledge to exit from the nuclear energy. Two years later Moon’s denuclearization drive lost its steam while the spent nuclear fuel management is still bogged down in a quagmire of contending interests among various stakeholders. Moon inherited a non-conclusive recommendation for SNF disposal from his predecessor together with a different set of reprocessing issues ongoing under the revised 123 Agreement with the US. The Ministry of Trade, Industry, and Energy launched a new “Review Committee on SNF management Policy” to work with various stakeholders in SNF management. In about half a year in existence, the review committee seems to be stuck in a swamp of conflicting stakeholders.

At the national as well as the international dimension, North Korean denuclearization issues are ditched during a hiatus in the US-NK engagement. There is a growing concern that North Korea’s denuclearization is becoming ever more difficult, and a pessimistic opinion emerges that the expected peace economy may end with a daydream. Yet, those outside North Korea should be prepared for any contingency.

Experts worried that North Korea might have successfully completed SLBM launch test and the opinion that we should have a nuclear-powered submarine is gaining strength in South Korea. However, is a South Korean fleet of SSN will be sufficient to deter or defend North Korean SLBM? Is it really a feasible option for South Korea under the current global and regional regimes for international security? Are there other countermeasures to deal with NK SLBM than South Korean acquisition of SSN fleet?

We worry that our efforts to build a durable peace and security may face obstacles. Acknowledging the possible risks in the peaceful use of nuclear energy, and hoping to prevent the violent use of nuclear power, we invited the following international experts to improve our understanding of difficult-to-solve problems and explore possible solutions.
